The emancipation of the Jews in France began during the French Revolution, when the principles of the Declaration of the Rights of Man and of the Citizen established religious freedom and granted Jews the same civil rights as other French citizens. Napoleon sought to extend these revolutionary ideals throughout the territories under his control. While he remained critical of certain aspects of Jewish economic activity, particularly moneylending, and introduced measures intended to restrict such practices, he generally pursued policies aimed at improving the legal and social standing of Jewish communities across his empire.

Within France, Napoleon promoted the integration of Jews into broader society, hoping to reduce the distinctions separating them from the majority population. These efforts, however, raised concerns among some Jews, who feared that complete assimilation might ultimately lead to the loss of their religious and cultural identity. At the same time, Napoleon encouraged Jewish participation in public life by inviting Jewish communities to elect representatives. These delegates formed the Sanhedrin, a council intended to represent Jewish interests before the French government. The term Sanhedrin derives from the Greek word synhedrion (συνέδριον), meaning council or assembly.
